It looks like a cut out piece of paper a bit like a Matisse but with coloured light washed over it? How do you make things like this? It seems light and airy to me.
That's right,it is a paper cut out with a couple of photos superimposed. Just abstract textures made a bit soft focus and then layered over the original photo with the GIMP app.And then another black layer with the final image slightly reduced to give a black border before the whole thing was "flattened".
